As you can see from these articles, the speed and the change in sudden acceleration can be very low to cause injury. Below is a video on live subject testing, both in real-time and in slow motion speeds. The impacts are 4 and 6 mph and you can see that although there is no property damage, the occupant is accelerated and subsequent decelerated (as she puts her foot on the brake).
